How a partita IVA is built
Eleven digits: 0074311 a serial number, 015 the office that issued it, and 7 a check digit computed like the Luhn algorithm (digits in even positions are doubled, 9 is subtracted above 9, and the last digit rounds the total up to a multiple of 10).
A made-up number with the right check digit, such as 12345678903, still passes this test. To know whether a VAT number is active and who owns it, use VIES or the Agenzia delle Entrate check.

Is the IT prefix part of the number?
No. IT is the country prefix used in EU trade; the Italian number itself has 11 digits.
Can a freelancer’s VAT number match their codice fiscale?
No. Individuals keep their 16-character codice fiscale and get a separate 11-digit VAT number.
